Kaitlyn Quackenbush

Senior Director, Programs and Training

Kaitlyn leads the Partnership for the Bay’s Future (PBF) Fellowship and the Affordable Housing Leadership Network, strengthening affordable housing professionals across California in service of long-term change. With a background spanning housing policy, tenant rights advocacy, and local government, Kaitlyn brings both practitioner expertise and a systems-level perspective to her work developing programs and partnerships that strengthen the field.

A former PBF Fellow herself, Kaitlyn went on to direct the very fellowship she once participated in — bringing firsthand knowledge of what the program offers and what the field needs. During her fellowship with the City of Richmond, she helped introduce the city’s first Public Land Disposition Policy, prioritizing permanently affordable housing and community ownership on surplus city-owned land. Prior to that, she served as Director of Policy and Research for Tenant Rights at Strategic Actions for a Just Economy (SAJE), where she led the Los Angeles Renters’ Right to Counsel Coalition. She holds a master’s in Urban and Regional Planning from UCLA’s Luskin School of Public Affairs and a bachelor’s in International Development from UC Berkeley.

Outside of work, Kaitlyn enjoys cooking, hosting, and cheering on her husband’s BBQ pop-up restaurant.
